    Homegrown IT Talent Powers Nationwide Cybersecurity Push

    As Uganda’s digital economy expands into rural areas, cybercrime is no longer just a threat in the capital.

    In a move to strengthen the nation’s digital defenses, the Cyber Security and Forensics Association of Uganda (CSFAU) has launched the Uganda National Cyber Digital Forensic Initiative (UNCDFI).

    The initiative, dubbed the National Cyber Forensics-Sovereign Grid, aims to decentralize cybersecurity expertise, transferring technical capacity from city centers to villages, parishes, and districts.

    The UNCDFI also provides economic opportunities for IT professionals. By training District Cyber Forensic Representatives, the association is creating a structured career path for local talent.

    Recruits, called “Cyber Forensics Warriors,” receive professional certification and priority for district-level forensic consultancy and technical tasks, keeping economic value local.

    The urgent need for district-level expertise is illustrated by the Parish Development Model (PDM), which allocates Shs100 million per parish to transition households into the money economy.

    The Public Accounts Committee has raised concerns over the transparency and rollout of the PDMIS digital platform.

    CSFAU representatives are bridging this gap by monitoring fund disbursements, assisting in investigations of digital anomalies, and raising grassroots awareness.

    Ms. Susan Ashaba (Lira) and Mr. Mugabe Ayesigwa Pleasure (Kabale) are working to ensure local citizens are equipped to repel digital threats.

    Emma Muganhwa, CSFAU Founder, emphasized national cooperation: “We have the talent and the vision, but we cannot do this in isolation,” he said.

    “I am making a strong appeal to Local Governments, MDAs, and our Private Sector partners to stand with us. Support this initiative with resources and policy alignment. We need a unified front to protect our national digital economy.”

    Marvin Kashaija Blessed, the project lead, added: “We are intentionally growing our local IT talent from the grassroots up.

    By empowering district representatives, we aren’t just reacting to threats; we are building a sustainable, sovereign capability a homegrown ‘Human Firewall’ that starts in the village and protects the entire nation.”

    The CSFAU is calling on professional IT practitioners and cybersecurity enthusiasts to join the initiative
